Background. Melissa A. Neckar
has been actively engaged in the real estate profession since graduation from
Texas A&M University at College Station in May 1984 with a Master Degree in
Land Economics. Real estate activity
has included counseling, portfolio management and valuation/evaluation.
Counseling assignments have involved a multitude of complex
commercial real estate issues, including litigation support. Portfolio management has included the
analysis of investment returns and business plan preparation/presentation for
major U. S. pension funds. Valuation
and evaluation assignments have included appraisal of land, investment-grade
real estate and special-use property; partial interest valuation; highest and
best use studies; market studies; rent studies; and feasibility studies.
